How to combine two steps during checkout into one?

Good day! I can’t solve the following problem in any way: I need to combine two steps when placing an order into one, namely the delivery method and the payment method! For clarity, I am attaching screenshots as they are and how it should turn out! If someone knows or solved a similar problem, please help, at least in order - what to change and finish where!
