How to combine the desktop, programs on two or more laptops?

I have a main laptop and 2 weaker ones - one in the car, the other in the briefcase - the task is to create the same working environment (a set of programs, documents, appearance)
2 laptops for wine 10 and in the car for wine 7.
Are there any ways?
Preferably without clouds and cloud storage

Theoretically, all user settings are stored in \user\, or \Documents and settings\
If you organize the same username on 2 computers, synchronizing this folder
_before_ logging in, everything will work.
the Local folder is not required to be migrated.
Theoretically, when a user logs in, the
\AppData\Local\Microsoft\Windows\UsrClass.dat registry is used.
An exemplary principle of operation.
We create the same set of programs on 2 computers. Can be cloning, or whatever.
We create a working atmosphere.
Let's get loose.
We transfer the specified folders to another computer with owerwrite.
We log in with the same name.
