How to clone SVG objects in Inkscape?

There is a goal: to create a copy of an object in such a way that when changes are made to one of the copies, all the others also change.
Essentially, I want to use the beauty of SVG, namely the use tag. The principle is this - a certain template is declared, which is then simply applied in the body of the document, possibly with some transformations.
Q: Can inkscape work with these SVG features? If yes, poke in which direction to dig, please. If not, what are alternative solutions to such a problem? (Corel Draw?)

In Inkscape:
Menu Edit > Clone > Create Clone (Alt+D)
(if the interface is in Russian, then Edit > Clones > Create Clone )
