How to clean up a computer so that the site cannot identify it during a new registration?

Situation:
It is forbidden to have multiple accounts for one user on the site. Otherwise, everyone will be blocked. The task is to register a new account and so that the site does not burn you.
About renting a desktop, I already found out everything . But I have a laptop, from which I also logged in to the site (i.e., I lit up the car :)) and I got the idea to clean it up and use it for the second account.
How can I clean up a laptop connected via wifi / router in order to conduct an anonymous registration and the site does not link me to the old account and does not ban both? IP can be through vpn, browser (firefox) I think you can crash and install again (under a new user in windows 10), and how can you reset the rest of the data? I read about the mac address, some ports, that somehow the router is determined .. In short, I don’t understand anything about it. Maybe reinstall windows?

the site does not know anything about your poppy address. in my opinion, it is enough to use incognito mode in any browser, they are unlikely to be banned by ip-address - now there are a lot of gray addresses

Use an antidetect browser such as adspower, multilogin, gologin or linken sphere. This gives each account an independent browser profile with different fingerprints, including Time Zones, WebRTC, Locations, Languages, User Agent, Fonts, Resolutions, Canvas, WebGL Images, WebGL Metadata, Aduio, Do Not Track, Hardware Concurrency, Device Memory , Flash, port scan protection solutions, etc. Thus, your new account will not be tracked by sites.
