How to clean hard?

Hello.
Guys. How to completely clean the entire hard drive. What if there was nothing. No files, no OS.
I had Linux. It turned out that he miraculously broke down. And I want to reinstall it on another Linux. But the computer hangs and nothing happens.
How can I do it?
Preferably without third-party programs, since nothing now starts. And without third-party disks.
Somehow through the bios or something else? What would I calmly install a new Linux?

When installing a new Linux distribution, use the standard partitioning tools.

LiveCD, cfdisk or equivalent and delete all partitions completely.

Download a live CD - for example ubuntu-live cd
Install it on a USB flash drive or disk as bootable
Open gparted (GUI application) and delete absolutely all partitions.
No third party drives
