How to choose the right keys for the RK of a non-commercial project?

Created with the help of KK4 the core of manually filtered thematic requests. It turned out 2k requests somewhere in 8 blocks, with a frequency of 20 to 15,000 impressions per month. Accordingly, the most commercial requests have CPC up to 1500 rubles.

I have a non-commercial project, but in terms of target audience it intersects with commercial ones. That is, where there are high stakes. For me, the target action is registration on the portal. For commercial - call or contact form. In other words, the target action does not bring me direct profit, while for a commercial project it is a potential client who will bring good profit.

What is the best way to build a campaign in Yandex so as not to waste your budget? What metrics to focus on when choosing the most appropriate keywords when building such a campaign?

Weed out all commercial requests, leaving only informational ones.
First, take only those queries that have the average and minimum number of impressions according to the wordstat.
Then gradually add new requests and look at the costs.
I don’t recommend taking a lot of requests right away, Yandex, like Google, has recently been adding phrases and synonyms that are close in topic, so you have to work hard, weed out the excess (including commercial requests can be pushed through automatically by Yandex).
Those groups that began to turn off a lot of budget and do not give conversions are turned off.
