How to choose the right freelancer?

Good evening!

From time to time, the work requires the services of a freelance designer, in particular a web designer. For the third year now I have been trying to find one reliable and conscientious freelancer normally, but the searches always end in failure. Most want to make an order cheaply and cheerfully. Before the delivery of the project they do not reach, they run away. Or something is wrong with me, trying to pay and even give a tip. What do you advise?

1. See that the portfolio contains works in a single concept style: when everything is in moderation, it is convenient, the design of areas and elements, colors with shadows and fonts are chosen correctly.
Everything should look "monolithic" and not out of style/grid!
2. Grind one page together with the designer in the way you need, but with his experience.
3. More interaction with the artist and attention to UI/UX details.
4. Price tag - based on the main page. The design of each additional unified layout page (on average!) is 1/3 of the cost of the main one.
Pay 1/3 of the cost for the main secure transaction (BS / fairplay) for "grinding". Then - either pay extra or get your money back (minus the commission of the BS service).
