How to choose Microsoft licenses for office?

From personal experience, we have always purchased Win Server + UserCAL + rdpCAL licenses.
Now the task has arisen to license 21 PCs + 5 remote employees.
They will work in shifts for the PC.
For remote employees UserCAL + rdpCAL

PCs are planned to be added to the domain, they will be authorized on the device under their own account.
The plans are that 2 people will work on one PC in shifts.
What licenses are more suitable for this task?

1 PC = 2-3 users

On PC - OpenValue / OpenLicense-licenses, they can be transferred to new computers when updating.
If you need MS Office, then similarly, OpenValue / OpenLicense-licenses for PC + for remote users (put on the server, fix the assignment of licenses with an internal document).
Per server - Win Server + 26 CALs per device + 5 RDS CALs per device/user.
