How to choose from whom to order the creation of a site?
What is the algorithm for choosing an agency/studio which should be ordered to develop a website (a store with 10+k products)?
For example, a customer lives in Moscow. In Google drives "Order site Moscow". Google shows 100 sites of different agencies that do this. Here is the first page with search results. Does this mean that these particular agencies are the best? We open the sites themselves, leaf through the portfolio. In the eyes of an amateur, everything + is the same. A bunch of high-profile statements, but where is the truth?
How to finally understand that you have a suitable studio / agency in front of you, and where is crap masquerading as something worthy? What exactly should I pay attention to so as not to get into trouble?
The question is not for "philosophizing", I would like specifics.

I would not do it through Google and through agencies in general, because when you pay an agency, you also pay all administrative costs. It is better to find freelance sites and look at reviews, if a person has made similar sites to 10 people and everyone is satisfied or almost satisfied, then the chance that in your case will be otherwise minimal. Naturally, the only criterion close to reality is the reviews, not the result in the issue.
Check out your old favorite sites. Their creators are certainly not swindlers and not ephemeral.
An easy way to check the quality of an agency/studio/freelancer's work is to write directly to the person they did the work for. The more you interview people, the clearer the overall picture will become for you.
The big name of the agency / studio / freelancer is not a guarantee that they will do a quality job. But it cannot be denied that they can do well. It all depends on many factors. Starting with your technical task and ending with the mood of the designer/art director. On the plus side, a high-profile brand can share recognition with you, using the Lebedev Studio as an example. But it doesn't work for everyone.
The question itself is philosophical. Wordpress, OpenCart, Bitrix, Modx, and Vasya's self-writing will pull 10 of the goods, and ad infinitum. The question is the convenience of the admin panel, the requirements for options, the cost of their implementation, in short, there should be a plan of Wishlist for at least a year, preferably for several years. If there are no wishes, then any studio, if the deadlines are not too tight - you can choose any, the cheaper - the more control on your part.
