Firstly, it’s unlikely that anyone specifically writes engines right under the mini-social network (implying that there will be only a hundred accounts and zero load). Therefore, if you still do not create a group in global social networks, but create something of your own, then you still have to choose from something that works normally.
Secondly, IMHO, we must start not from the definition of "social network", but from the functionality that is needed. And it is quite possible that it will turn out that some simple forum will really fit for your tasks.
