Which CMS to choose for the portal/community?

Good evening! I don't know what CMS to take for the portal/community. The bottom line is this:
News will be posted like a regular blog.
At the same time, people can write their articles, opinions. This will change their rating, etc.

Everything that you described is done on Wordpress without any problems.
Additional features (authorization through social networks, rating, user account, and much more) you can do through plugins.
You can make a good design with the help of standard themes.
Wordpress, unlike DLE - free CMS
I would do it on Wordpress and I advise you

I would do on CMS Joomla.
Why? I know it better (in terms of device and framework) than WP.
But which of them is better - I don’t know ...
