How to choose a "tool" for writing a project?
I'm planning to start my own small project and now I'm wondering - which language/framework should I choose? I have experience writing code, but basically "this is where something broke, fix it" and I never wrote projects from scratch. This is probably a very stupid question and yes, I understand that I will still face a million problems during development, but I would like to approach the choice of the project foundation from a more conscious point of view (I consider it one of the most important parts), etc. it is simply impossible to master the analysis of everything and everyone (analysis of all "tools"). Hence the question arises - how do you choose this very "foundation"? I can describe my project, but then you choose the "tool" for me, which I don't need.
PS For example, once I used such a "tool"

How does the table work? In it, you need to fill in the importance of the criterion in the very first column, and in the right columns in the formulas there are certain factors by which the framework meets the criterion.
