How to choose a server for the site?

We are launching a project for hotels ala booking, advise on what to rely on when choosing a server?
1) How to understand what power the server needs, how many OPs, what processor, is the processor too powerful for such a project, etc., because servers in the Russian Federation from 5000 rubles. to ~... We look at ru.hetzner.com/hosting/produkte_rootserver/ex41ssd , but it stops ping in about 50 ms, test files download at a speed of 300-500 kb / s, however, in Russia, the rent of such servers is 5 times more (but ping is 5 times less and the test file download speed is 2-3 mb/s).
2) A passing question - you noticed that hetzner has rather low prices, but the ping from servers is ~ 50 ms, while in Russia the ping is on average 10 ms - how critical is this for the site?
3) What provider in Russia and abroad can you advise so that the price is not high and the power does not suffer and at the same time the ping does not go off scale?
PS: project on php 7, Mysql, web sockets are used. Planned attendance from 200,000 per month.

take this one ru.hetzner.com/hosting/produkte_rootserver/ex51ssd Novosibirsk from there pulls on a good Internet five megabytes per second. It's not critical at all, since usually shitty sites respond so slowly that against this background + 50ms is not something that is not noticeable, just a speck of dust. if you have 200k a month and a lot of logic and stuff you will need multiple servers.
