How to choose a PC configuration for machine learning?

The time has come when you need to deal with the processing of a little bit of big data. About 20 million lines of features for 60. (Well, that's for now)

There was a question of buying a new PC. It is clear that the trouble with video cards is complete, so I decided to choose a processor for now. The trouble is that the local sysadmin is trying to shove r5 3400g because of "he's in Photoshop rules." I myself am also not strong in the requirements for algorithms and data processing, so I ask for advice. From the point of view of fps, etc., I see the difference between the processors. But I have never encountered processing and training on big data. CV is not required.

Explain to me, if we focus on the processor, and not the video card, is there a strong difference in the same r5 3400g and r7 3700?
And how much RAM? Will 16 be enough or is it still 32?

you can never have too much memory
with ssd, you can also try, but the disk is not as important as the processor
