The client wants to provide a discount to pensioners when buying on the site. In addition to physical verification (send a scan of the pension), I would like a more adequate method. M.b. indicate the number of the pension certificate (not SNILS), are there state services to check the reality of this number? Does anyone have any ideas how to do this properly?

My path was as follows:

but the topic was suddenly crossed by relatives, relatives of relatives, etc., etc., driving in random numbers, which
means it was necessary to check whether such a number even exists. There was
no information on how to check the correctness of this number at all (like a TIN),
and it turned out that it is also impossible to find out the full name of the owner online: "personal data",
the scan was not considered at all due to hemorrhoids.
It is also worth considering that pension certificates have not been issued since 2015!
Therefore, the certificate number was abandoned in favor of SNILS (there is a verification algorithm) with remembering who entered it.
For the client, 100% accuracy was not critical, just discard the percentage of random cardings.

Make a test with questions like "name Lenin's patronymic", either literate and able to google (less than 5%) or pensioners will pass :)
