How to check the goods (admin) before payment?

How to do it and is it possible to do it in woocommerce so that when you click on the product in the cart to pay, the product was in the status of valid being checked (and went to the site admin for verification). Only registered users can pay for goods on the site. And after the admin confirms, then it was possible to pay, is it possible to do something like that or maybe there is some kind of ready-made solution, a plugin, maybe even a paid one?
I don't know much about woocommerce, can someone please tell me how to do this?
