How to change typescript configuration in Webstorm or vsc?

I need to see the typescript code as it is defined in the specific version. I install the old version of ts and in ws I specify the path to the old version in the settings. The settings show that my old version was picked up, but when I write the code, the syntax that appeared in the latest versions does not cause an error. How to change exactly what highlights errors in ws itself? Same thing with vsc.
