How to change TX-Power in CAPsMAN settings on Mikrotik?

The situation is this. RB3011 is in the role of CAPsMAN, two CAPs come from it (both hAp ac2). When these haps worked in Wisp AP mode, the transmitter power was easily edited on them, up to 27dbm. When I switched them to CAP mode (to organize seamless roaming), wherever I set Tx-Power to the one I need (let's say 25dbm), 2GHz still works at 20-24dbm, and 5GHz at 12-16. Moreover, he puts it himself, it is not clear where he takes these values ​​from, tk. in the capsman settings I tried both in Configurations, and in Channels, and even manually add CAP, still does not want to take the values ​​\u200b\u200bthat I specified. Although the CAPs themselves support up to 27dbm.
How to fix it? How do I get them to work at the transmitter power that I need?

So, okay, I solved the problem myself. For 5GHz, set etsi2 in configurations, for 2.4GHz - no_country_set and you will be happy)
