Try changing /etc/apache2/sites-available/domain.conf Specify the
exact path to the folder where your site files are located
For example:
DocumentRoot /home/youruser/public_html/ zabbix

You need to do the following (ZabbixServer 4.4.3, Ubuntu 16.4, Apache 2.4):
Specify the root directory of the web server in the '/etc/apache2/sites-available/000-default.conf' file. The default is DocumentRoot /var/www/html/. You need to replace it with the directory where the Zabbix files are located. I have DocumentRoot /usr/share/zabbix. Next, restart the web server.
