Autodetect and project configuration settings?

Is there a way to set everything up so that when I create a new project, I'm only required to create a folder? Without creating a conf file, without editing it. I kind of saw an autodetect somewhere, but lost it. How to do it?

denvder is cheap and cheerful, when Denver is restarted, folders are checked and the config is created.
openserver can do a lot of things.
