How to change the volume step in Windows 10?

For some reason, the sound in Windows 10 has become much louder. In the sense that in headphones for a comfortable sound, I set the Windows volume slider to the number 2 out of 100. How can I set up the system so that it is quieter, i.e. at least 20 could be set. And then at 1 it’s too quiet, but at 3 it’s already a little loud.

Enter "sound" in the settings search and you will be happy.
