How to change the resolution of the layout in psd in photoshop without changing the font size?

There is a layout 1920x9229, at work we typeset on 1920x1080 screens. At home I type on the screen 1366x768. What to do in such situations when the layout resolution does not match the working screen? I think you need to change the layout to fit your screen with a width of 1366, but do not affect the font sizes, so that when viewing the layout, everything converges on the 1920 screen as in the layout for 1920. I use Bootstrap 4 alpha 6.

better layout with browser scaling. there will be fewer problems.

my opinion is that using media queries in the layout and the same browser scale, you will achieve a greater effect than the piece-by-piece reduction in the size of the layout in photoshop

No way.
If designers draw different layouts for different resolutions, they always do it by hand. Responsive graphical tools is an interesting topic, but it is unlikely to be achievable in the foreseeable future.
