How to change the owner of a SIM card? (MTS)

There is a number that I have been using for about 5 years. This SIM card was given to me by my sister, who got it in a similar way - someone also gave it. There is no connection directly with the owner, thus. personally, the appeal of the transferring party, as required by the rules , cannot be organized.
Is it possible in some way to still feel like a full-fledged owner of this SIM card?

Please note that if the SIM card is issued to an individual, we are pleased to offer you a new service "SIM card replacement for a user with the possibility of subsequent change of the owner of the number."
To restore the SIM card, you can contact the Company's showroom with an identity document.
For your convenience, the addresses of MTS showrooms are provided at the link: www.nsk.mts.ru/where2buy/shopslist/.
An employee of the salon-shop will ask you special questions that you need to answer. In case of successful answers, your SIM card will be replaced.
A notification letter will be sent to the Client with a request, if he recognizes the subscriber number for which it is planned to change the owner (or refuses it), to contact the Company in oral or written form (Contact Center, salon-shop, fax, e-mail, letter ).
We are glad to inform you that after six months from the date of sending this letter, in the absence of a reaction from the Client (the Client did not contact the Contact Center or the salon store), the number owner can be changed to a user (the date is counted from the current one as half a year + 10 days for letter delivery).
Please note that if the owner of the SIM card goes to the MTS Company's showroom with disagreement about restoring the card to the user, the SIM card will be blocked without additional notification of the user by the Company.
If the SIM card is issued to a legal entity, then, unfortunately, recovery by the user is impossible.
We are glad to inform you that in order to restore a sim card for a legal entity, a representative of the organization must have the following documents with him:
- original power of attorney from the organization;
- identity card of the representative of the organization.
