House : an ordinary panel high-rise building. There is no connection at all in the entrance, in the apartment itself (with the exception of one location on the balcony) - too;
Phone : Apple iPhone 5, other phones have the same problem;
Appeals to the technical support of the operator : called, sent the form through the site. On the phone they said that "the appeal was transferred to the technical department" (and then - silence), there was no answer to the question sent through the site;

The repeater did not help: the connection did not improve at all. Perhaps because the signal level in the apartment and next to the house is lower than the repeater needs to work:

But I'm not sure: the repeater itself on the monitor shows four divisions out of five.
Questions:
1. How to improve the quality of communication (put another repeater, write to some magic address in MTS - all possible options are of interest)?
2. Why didn't the repeater help (maybe there are some installation rules that I failed to follow because of non-compliance)?

I had experience of interacting with such repeaters (twisted 5 pieces in my hands). He strengthened the signal in the country, far outside the city, where the conversation was also possible only at the window on the second floor. (By the way, the box looked exactly like that, one to one, and the repeaters were all similar)
The repeater helped only when the receiving antenna was fixed high on a tree, above the roof level, in principle, in addition, as it turned out, the direction of the receiving antenna in which it is located is very important looks. After a certain number of life-threatening manipulations with the antenna, sitting on a tree, the result nevertheless appeared. The relay antenna was placed on the first floor of the house, after which the signal increased noticeably to the nearest district. Those. it was possible to talk within a radius of 10 meters from the relay antenna.
If you also tried different positions of the receiving antenna, then you probably only have to complain about the integrity of the cables and connectors connecting the antenna and the repeater.
Because if there is still a point where at least some, albeit of poor quality, a conversation is possible - the option with insufficient signal strength for the repeater is hardly suitable.
