How to change the name in the Users/_Username folder on Windows 8.1?

Can't change the name in the Users folder? I changed the account in the control panel, changed it on the MS website, why it doesn’t change in the folder, I don’t understand?
PS Due to the conflict of some software, the name is required to be in Latin, but I have Cyrillic.

It is safer to create a new local account with the required name, and then attach a Microsoft account to it.
