How to change the language in Windows for one language without losing the license?

Worth windows 8.1 for one language. Russian language. I want to put the English locale wherever possible. And I don’t know if it’s possible to do this without any knee patches and tweaks. Is there an official way to change the language in this version of Windows?

There is an official way. Start Windows Recovery and select a different language.
Let in the Russian interface:
Let it be in the English interface:
Settings –> Change PC settings –> Update and recovery –> Recovery –> Remove everything and reinstall Windows.
