How to change the display of the volume control in android?

Android TV has its own volume control.
And it really bothers me that the volume display is exactly in the middle.
I tried to install "Volume control like in Android 9". It seems that this is the only program to replace the display of the volume indicator. But it didn't work. You press the volume and writes "the floating panel needs permission to overlay." Could not enable this permission. I think it might work with another program...
