How to change the default language on the password screen in Windows 10?

The task is simple: set the default language on the login/password input screen to English.
I know about the HKU\.DEFAULT\Keyboard Layout\Preload registry branch , I set the parameters like this:

1 = "00000409"
2 = "00000419"

We reboot the machine, and we see that nothing has changed - as it was by default, it remained the same.
UPD:
I noticed an interesting thing: after setting the above values ​​and re-logging in, the values ​​are reversed. I wonder why would it?

It turns out that there is an undocumented feature of Windows 8/8.1/10 - copying user input methods to the system login account. Configured via local or group policy here:

Computer Configuration\Policies\Administrative Templates\System\Local Standards Services
Prevent custom input methods from being copied to the system login account - Enabled
