How to change program data storage paths?

Even if you select drive D when installing windows programs, some of the data still ends up in the folders %programdata%, %appdata%/local, %apddata%/roaming, %appdata%/local/temp, %userdata%, %userdata% /Documents.
How to install programs completely on D? How to port existing programs to D while maintaining performance? How to transfer the above variables to another partition? How to do everything and through what software?

If on the forehead, then use hard (mklink). But in the long run, this promises non-sour hemorrhoids if the program and / or system needs to be reinstalled, because everything will again have to be done by hand.
In general, AppData is used to store settings, because the user is guaranteed to have write access there.
If you still want to, then look for portable versions of the programs you need.

So this is normal, the settings are stored there and the private cache.
The program itself is on the disk where you installed it.
