How to change language when logging into mac osx?

The next problem happened. When entering the system (mac osx 10.6), there are two fields "name" and "password" (of course they are in English), but the language is Ukrainian and does not change by the combinations "cmd+space", "alt+cmd+space".
I can’t log in to the system for the second day in any way, I googled and found nothing but reinstallation on this problem.
Tell me what to do? Rebooted 20 times, 1 time reinstalled via "cmd + r", nothing has changed.
Maybe you can somehow change the default language through the terminal at the entrance?
