How to change in Windows simple keyboard shortcuts WIN + 1 WIN + 2 WIN + 3 WIN + 4 to F1 F2 F3 F4 is it even possible in theory?

You need to change the keyboard shortcut to quickly switch between programs, the first way that came to mind is to do switching based on the Windows Taskbar (when you hold down the Winows key and press one of the numbers, the application is selected and automatically deployed in the order set on the taskbar ). How can I change this combination to a simpler F1 F2 F3 F4 to make less fiddling, or is there any other easier way to manage open windows without using the mouse?
i* for the time being, all I could come up with is to specify the Shortcut key in the shortcut properties: F1 for chrome, F2 for sublime, and so on
PS maybe there are some third-party programs for this?

This method of switching is not available to me, because many applications are already fixed on the taskbar and there are simply not enough numbers. (((
