How to change folder names in home directory to English?

Unable to change folder names to English in home directory. LANG=C xdg-user-dirs-gtk-updatecan’t change it gives an error, I also can’t even change the user-dirs.dirs and user-dirs.local files from under the root, locks hang on these files in nautilus.
