How to change active button in Mac OS X window?
Let's say I pressed Command+Q and exit Xcode. It asks me: save changes, two buttons: yes / no.
"Yes" is on, I press the arrow to the side to select "No" from the keyboard - zero reaction. Already tried all comand, alt, control, fn in combination with arrows, I have no idea how to do it from the keyboard at all.
I also did not find how to do "Ctrl + Y". That is the reverse action of Ctrl+Z. The googled up arrow combination doesn't work.

In order for Tab to switch between active elements, you need to go to System Preferences -> Keyboard -> Keyboard Shortcut and set Full Keyboard Access to All Control Objects.
It is impossible to remove focus from the default button in poppies.
