How to change a user's postgres password?

The team ALTER USER owr WITH PASSWORD 'owrPASSWORD';is not helpful. I get an error
when logging inpsql -W -U owr

psql: FATAL:  Peer authentication failed for user "owr"

Tried various things from the internet, but nothing worked.
