How to certify PBX on asterisk?

The organization has organized IP-telephony using asterisk, a regular computer is used as a server.
Telephony is used only for the needs of the organization, communication services are not provided to anyone.
Question. How to certify such automatic telephone exchange with minimal costs?

Why do you need ATS certification?
If you do not provide communication services, then forget it.

As far as I understand, the PBX is a means of communication, i.e. hardware and software complex

Do you want to have certificates? Pay attention to the fact that manufacturers receive certificates for their products: voip-gateways, interface cards, terminal equipment... Mostly so that their products can be safely used at the interfaces with the PSTN (or telephony providers). The standards by which certification is carried out contain, for the most part, the interaction protocols and quality characteristics that the device must support. It is they who are important for the PROVISION of communication services - the quality indicators of communication channels for which you will take money. If everything is local for itself and does not pursue commercial benefits from the provision of communication services, then you do not need certification, regardless of the size, structure and location of the organization. The only moment which may oblige you to undergo certification - these are internal standards of the organization invented for specific purposes. The last case is about my organization. There is an internal standard, and at least crack - you can only use equipment on the XXX list, approved for use on UUU communication networks - openers cannot be used.
