Most likely someone is streaming video, audio, torrents. You can not block social networks and YouTube. Just periodically look who eats a lot of traffic and personally sort it out. It is quite possible that these are 10-12 people just clogging the channel and that's it.

At the very least, you need to install a normal router (well, for example, Mikrotik) or a full-fledged gateway on such an office. Actually, the torrents channel is very much consumed. not only do they download quickly, but they do it in over'100500 streams. This is where you have to start.
By the way, I have an office with similar requests, but not optics, but 1G Ethernet (but, of course, the tariff is less, about 80 mbs). Under the condition of a sufficiently large workload on the channel (media upload to servers), there are no major drawdowns. Look at what is happening on your router - perhaps the percent is suffocating or the memory is clogged.
