How to bypass upgrade protection (whitelist) on a Lenovo B590 laptop (change the percentage from celeron to i3 (I heard somewhere that you can clean the ME region)?

Well, in the question itself, I outlined the essence, I’ll just add:
The motherboard is 20206, which has the South Bridge: Intel Panther Point HM70 and, as I already know, it is locked to use the processors of the CORE line
After I change the processors (to i3), the laptop turns off every 30 minutes (I read that these are the consequences of a locked chipset) Everything is in order with cooling, nothing is heated, everything is within 30-40 degrees

@Electa

I solved the issue by installing the top hemp Pentium 2030m, in principle the same i3

1. The easiest way is to ask for a modified BIOS here - https://www.bios-mods.com
2. The easiest way is to modify the BIOS yourself, an example is here (although it's about a wifi card): https://habrahabr.ru/ post/219893/
