How to bypass system administrator internet restrictions?
I work in an office. Windows accounts are somewhere on the network. The computers are connected to the network.
The company's websites and only Google work. Not allowed in other places.
Gives a 502 Proxy Error.
I tried to install Proton VPN, but the installer freezes.
Proton VPN installed by downloading to the phone and transferred by wire to the PC.

The question itself is worded incorrectly. These are not _system_administrator_ restrictions. He didn't do it for his own pleasure. This is _probably_ company policy. And it is very likely that in your employment contract (or contract, or whatever) there is a paragraph about this, something like "The employee undertakes not to use the Internet blah blah blah."
If you don’t like it - change jobs, as practice shows, in places where the Internet is _so_ restricted (if this is not an enterprise with a secrecy regime, of course), in addition to the Internet there will be a sufficient number of jokes, from surveillance and desktops, to wiretapping of the workplace.
There is an assumption that you, dude, have already come under the supervision of your SB for installing the left software :)
Firstly, these are not system administrator restrictions . A system administrator is exactly the same employee, he has rights, duties and work regulations. With some degree of probability, it can be assumed that these restrictions are controlled by the Security Council, but in general, most likely they are spelled out (or at least mentioned) in the internal documents of the office.
Trying to get around them is a sure way to get a deprivation of a bonus, a reprimand, and if you work recently (or on a trial period), then dismissal. And in some places (depending on the office and production features) - you can sit down :)
