How to bypass blocked VPN connection?

vitko-core.ru domain is attached to CloudFlare to pfSense DDNS.
And the other provider goes through all the traffic on WiFi and blocks various resources, including my openVPN server. I use openVPN on my phone via 3g, I freely connect, but through another provider I no longer have it, ping goes to available ports 80,443,8080 ports - at random.
Advise how to create a tunnel to your local network? With encryption?
I have my local DNS with ad blocking.
Help with advice, I'm not smart and I'm not very good at terms.
