Steam Offline Mode
You can buy the game both on Steam itself and on sites selling activation keys for the Russian region, which is much cheaper. It won't work completely offline. The Russian version must be activated via Steam. And even if you activate it and update it on another computer, and then transfer the files (this can be done using a “backup copy”), you will need the Internet in order for Steam on that computer to know about the activation of Skyrim.
