How to build glut on Windows using mingw on Linux?

I downloaded the sources from glut 3.7, in the unpacked directory I execute make and get

make: echo.: Command not found
Makefile:105: recipe for target 'lib.dir' failed
make: *** [lib.dir] Error 127

Are you sure you want the original 1998 GLUT 3.7? Maybe something more modern should be used? For example GLFW , FreeGLUT , SDL .
If you are sure, then I doubt that it will be adequately assembled by modern toolkits without a file.
