How to build a small local repository for Debian (or Astra Linux) from specific packages?

there is a task: TO AUTOMATE THE INSTALLATION OF FREERADIUS+MYSQL+DALORADIUS, by writing one bash script that will deploy this trinity.
BUT BUT There is no Internet connection and apt does not work with a normal source list. I have written a small sequential script that installs this TRINITY with grief.
Now I want to create a SMALL LOCAL REPOSITORY, which will have everything you need for a full-fledged work (freeradius, mysql.apache, php and all their dependencies). I found how to download the entire repository, and then, as an option, remove unnecessary things from there, but this, as I understand it, is HEMOROUS and a suboptimal approach.
Question: HOW IS IT POSSIBLE TO BUILD A SMALL LOCAL REPOSITORY FROM CERTAIN PACKAGES AND HOW CAN THIS BE AUTOMATED AND OPTIMIZED?
