How to build a powerful mini PC?

I really need a new computer. The main conditions are the price (preferably no more than $400, less is better) and performance.
Productivity: I should feel comfortable in a bunch of Chrome (10+ tabs), Photoshop, Skype. The rest doesn't interest me.
Two parameters: the price and the ability to work comfortably. Still not bad that the PC was in a small case. Tell me the iron from which you can collect (and where to buy).
