How to build a lot of static html files with data pulled from the database in order to use them without the Internet in the future?

There is a file with paths and parameters for the request, based on which, webpack should build hundreds of html files with assets (pictures, fonts, etc.), so that then just open any html file (without the Internet) and it would pull up just pictures, etc. data from the folder in which data is stored for this html file.
Are there similar implementations of such a config plan? Or options on how to do it?
