How to broadcast video from a webcam over the Internet without firewall/router configuration?

Need an idea for the following scenario:
We have a large number of people in a large area. For example, a concert.
Before the concert, web cameras are installed on poles throughout the area.
The cameras are connected to the Internet via Wi-Fi. To access the cameras from the server, a magic box with different functions will be installed in each Wi-Fi. For example, video recording, video transfer to the server, etc. The same box will be responsible for connecting to the server. For example, via tcp/ip.
Task : to transfer a live image from cameras, via the Internet, to a central server. The broadcast format is not important. mjpeg or just 10 jpeg per second or something else. It is important that the operator on the server get a clear picture of what is happening at the concert and, in case of problems, be able to provide the police with clear pictures.
Problem : there is no way to open ports on the router / firewall of the local wifi provider. Those. we assume that only standard ports are open: 80, 443, etc.
Or am I wrong and "normal" admins do not close outgoing ports?
If they still close it, how to send a stream from 1-10 webcams through one outgoing port?

Set up an openvpn client in your "magic box", and deploy an openvpn server on the central server. Get full unlimited access to your cameras inside any foreign network.
Also on the "magic box" you can expand the zone minder and get a beautiful picture from all cameras with the ability to record.
