SMS service like sms.ru in Europe?

Guys, tell me if there is a service in Europe (preferably for each country) that works on the principle of sms.ru (I don’t know what to call this type of service correctly).
There is a Wordpress site with a user registration system (wp customer area) and you need to send an SMS to this user as soon as he has done a certain action.
SMS is essentially an intermediary receiving some text from us to your email and resending it.
But the main question is - are there such providers in Europe and who to contact?
