On board Linux, broadcast software ( Flussonic ).
How can I broadcast a video stream to the network for certain ip (that is, to be able to control the clients who can receive my stream)?

Multicast or broadcast - you will not have control over distribution.
Multicast through M9 is a separate vlan on M9, etc., at least look at the "networks for the smallest" first. Then you will understand, you generally need to multicast somewhere. Or even better to do on direct links.

If you want to organize multicast transmission over M9, then you probably need to go into the router settings.
