How to block Windows 10 updates?

I installed win 10 pro, now every morning, sometimes in the evening, the Local System Service Node (specifically svchost.exe (netsvcs)) downloads updates, since I have ADSL, this greatly interferes.
What I did: turned off updates in the Windows center of the same name, turned off auto-update in "services". But when I restarted the computer, it turned on again.
How to completely disable updates?
