Created two rules in the Firewall:
- block all programs from connecting to all networks
- allow connections to all networks for the Opera Developer application 26.
How to set the priority of the second rule?
Enabled everything in group policy

In the firewall properties for the active profile for outgoing connections, select: block by default.

After that, we create one outbound rule that allows access to your application.
