How to bind a domain to a static ip?

How to bind a domain to my static ip (Hidevs.com 46.146.229.231)? The machine is running openserver 4.9.0.

You need to add a type A entry with ip 46.146.229.231 - that's it.
In general, everything looks strange to you. All you need to do is to register the ns of the dns1.yandex.net and dns2.yandex.net servers at the domain registrar, and add an A record in the Yandex panel.

it's all done in your domain's dns settings. if it worked on Yandex before, but now it doesn’t, then check if your site is available on the same ip yet (stupidly go to ip), if yes and everything is fine with the settings, then dolby yandex support
